Have you tried the solutions on https://forum.openwrt.org/t/opkg-update-error-wget-returned-4/637? (check if you can ping 8.8.8.8, check if you can ping google.com, disable IPv6, check DNS / gateway settings)

Then you aren't connected to the internet properly. Rerun the wifi setup stage.
