Wifi Settings not opening

When I try to open wifi settings in the onion console the circle keeps spinning and nothing opens up? what is the problem? I performed a factory reset and the problem persists. But I am able to connect to the wifi initially after performing a factory reset.

I want to use it as a repeater. I can't access the options mentioned in the link above.That is a nice - and greatly typical - hackster.io article from a real hacker who says:
I don't know the exactly term as repetar, extender or bridge...
... I just do it

I ended up bricking my device.The hard reset on my expansion dock resulted so.I installed PutTy. Serial Communication didn't work so I had to open terminal and flash firmware.
