sorry for the newbie question, I'm asking to myself if it will possible to send an URL link or a text message to all the devices detected from the omega in his wifi range ... also devices that are no links to this access point ... thanks to all in advance ...

Strictly speaking, yes, you could probably throw small amounts of data at the unassociated access points, perhaps by abusing the joining protocol.

Practically speaking, that will be useless, as they will ignore you or at best respond with errors - the data won't go anywhere useful.

For things that are on the same access point you could use UDP broadcasts, but again, the other devices probably won't be paying attention to this traffic.
