As @Douglas-Kryder mentioned, yes you can use the Arduino Dock for first time setup. The main difference between the Arduino Dock and Expansion Dock, aside from the Arduino part, is that the Arduino Dock does not have a USB to serial chip. Thus to connect to the Omega's command line, you will need to connect over SSH.
Follow the steps in our First Time Setup Guide as usual, then follow our SSH Guide to connect to the command line.

The program you are trying to flash in your screen output requires 100% of the Atmega's flash memory. If you're using the Omega as the programmer, it will set the fuses in a certain order, including how much space to set aside for the bootloader. It may be that your sketch needs to be written to write-protected space and thus the verification fails.
I would suggest modifying the fuse settings at the top of /usr/share/arduino-dock/arduino-dock-lib.sh so that they read like this:
EFUSE="0x05"
HFUSE="0xDE"
LFUSE="0xFF"
Try that and let us know how it goes.

You can increase the available memory by creating a swap file on the USB drive. We have a guide on this here: https://docs.onion.io/omega2-docs/extending-omega-memory.html
Since you are already booting from the USB drive, I advise you back up your data before attempting this.

The IOError can happen if you Ctrl-C during a GPIO write/update operation before it unexports the GPIO (this is built-in). As mentioned in the tutorial, you can run a shell script like so:
echo 1 >/sys/class/gpio/unexport
echo 2 >/sys/class/gpio/unexport
echo 3 >/sys/class/gpio/unexport
echo 11 >/sys/class/gpio/unexport
echo 18 >/sys/class/gpio/unexport
echo 19 >/sys/class/gpio/unexport
echo 0 >/sys/class/gpio/unexport
Replace the pin #s with the GPIOs you want to free up for reuse.

On the Power Dock, pin 0 works. The other numbered GPIOs on the bottom row should work as well.

Thanks @Luciano-S for linking that thread, I was just looking for that!
One of our other community members in that thread also explained that the contact surfaces may be micro-welding when contacting/separating due to high current. He advised to activate/deactivate the relays a couple of times so the contacts would become smoother and less likely to micro-weld: http://community.onion.io/topic/784/resolved-relays-sticking/20. If you have thin enough or stranded wire, you can try squeezing it into the GPIO in the Expansion Header on the Dock and then inserting the OLED pins on top of it. You should be fine just as long as any loose strands of wire do not short or make contact with the other pins on the Expansion.

The Omega boards are headless servers and do not have any video output. However, if your TV (or other device such as a PS3) can connect to a wireless media server, it may be possible to have the Omega2 stream content to it.

Sorry to hear you're having trouble. It sounds like your power connections to the Omega pins may be loose and periodically disconnecting, but we'd need pictures of your setup in order to troubleshoot further. It also may take anywhere from 1-3 minutes to fully boot and start broadcasting the AP, which sometimes happens to my own units in the office.

You may not need pullup resistors on the I2C lines; in this I2C LCD tutorial, we've been able to detect and control the display by hooking the lines straight up to each other on both Omega1 and Omega2: https://wiki.onion.io/Tutorials/Python-I2C-LCD-Display

It looks like the factory may have misprinted your MAC labels. We've noted this and we'll follow up with them when we get the chance.
In the meantime, if necessary you can adjust the Omega's AP to match the address on the sticker via the command line in our guide here.
*Please note that these changes will be reset when upgrading firmware.
